Our Therapeutic Foster Care (TFC) program is a specialized, trauma-informed approach designed to serve children and youth with high-level needs in a stable, supportive family setting.

Program Overview

TFC is an intensive, individualized foster care service focused on meeting the physical, emotional, and social needs of children and youth.


The core goal of TFC is to prevent placement in higher, more restrictive levels of care, such as residential treatment facilities or congregate care settings, which are often distant from the child's family and community resources. This program allows children to remain engaged in their local community and treatment while working toward a goal of permanency.

Services Offered

We utilize a comprehensive, person-centered approach to stabilize the child or youth and facilitate their successful return home, where appropriate, or transition to another permanent placement.


  • Individualized, Intensive Care: Services are catered specifically to the needs of the child or youth to help them heal and develop essential life skills.


  • Community Integration: The program is designed to allow children to remain engaged in the community and continue their involvement in essential treatment programs.


  • Support Services: A coordinated effort to deliver effective service plans and clinical support.


  • Respite Services: Providing planned, temporary breaks for therapeutic foster parents to ensure sustained, high-quality care.


  • Supervised Visits: Facilitating safe and structured visits between the child and their biological family when appropriate to support the goal of reunification or maintaining family connections.

Ages Served

Birth to 21 years of age.

Eligibility

The children/youth must be in the care and custody of the commissioner of social services prior to entering the program.

Insurance & Payment

Services are offered free of charge.
